Colorado Electrical Contractor Registration: The Rules
Colorado registers electrical contractors rather than licensing them, and there is no contractor exam to sit. The qualification is carried by a master electrician who signs for the company's work, which is also the registration's single point of failure.

What it is
C.R.S. 12-115-103 defines an electrical contractor as any person, firm, copartnership, corporation, association, or combination thereof that undertakes or offers to undertake for another the planning, laying out, supervising, and installing or the making of additions, alterations, and repairs in the installation of wiring apparatus and equipment for electric light, heat, and power.
C.R.S. 12-115-110(5) makes the registration compulsory: no person, firm, copartnership, association, or combination thereof shall engage in the business of an electrical contractor without having first registered with the board.
DORA's licensing system carries it under the code EC. 4,789 registrations were active in the September 2026 data pull, against 7,321 expired.
The master electrician requirement
The Board's applications page states the requirement in one line: hold or employ a licensed master electrician to serve as the responsible individual for the company.
The Board's contractor application preview says an EC must employ at least one licensed master electrician, who shall be in charge of the supervision of all electrical work performed, and requires an Acknowledgement of Responsibility form signed by both the owner and the Colorado licensed master electrician who is responsible for all electrical work performed.
The Board publishes that form on its applications page. If you own the company and hold the master license yourself, you sign both halves.
What happens when the master leaves
The state's own data shows the consequence. 321 electrical contractor registrations sit in the status Need Master Hire, Cannot Practice.
That status is exactly what it sounds like. The registration still exists, and the company cannot work until another master electrician is attached to it.
Rule 3 CCR 710-1.13.E through H covers the contractor's master electrician requirement alongside license documentation, a 30 day deadline to report address changes, and a bar on advertising under anything other than the registered company name. If your only master is thinking about leaving, treat it as a licensing event, not an HR one.
What else the application asks for
The Board's contractor application preview asks employers for unemployment insurance information and a copy of the workers' compensation certificate of liability where the company has employees.
It also carries a sentence worth reading before you plan around a start date: submission of this application does not guarantee registration.
There is no experience or schooling requirement for the company itself, and no contractor examination. The qualification lives entirely in the master electrician.
What the registration makes you responsible for
Permits are a contractor duty. The Board says an electrical contractor is required to obtain permits for the work done by the company, and that a valid Colorado State Electrical permit must be obtained prior to installing electrical wiring where the state does the inspecting.
Apprentices are a contractor duty too. C.R.S. 12-115-115(2) makes employers and direct supervisors responsible for the work performed by the apprentice, and lets the Board discipline the contractor, the supervising electrician and the apprentice's registration.
Records are a contractor duty. Rule 3 CCR 710-1.6.B and 1.6.C require employment records with hours split by work type and delivery of those records on termination, resignation or request.
And the ratio is a contractor duty. The Board's fine schedule lists failure of an electrical contractor to maintain a supervisory ratio of one licensed electrician to three apprentices at $375 for a first offense, $600 for a second and up to $2,000 per day after that.
Renewal and money
Electrical contractor registrations renew on the same cycle as the licenses: September 30 every three years, with the current cycle expiring 9/30/2026 and renewable through 11/30/2026.
There is no continuing education attached to the registration itself. The CE rule attaches to the individual licenses held by your people.
No state registration or renewal fee is published. C.R.S. 12-115-117(1)(g) and (1)(h) authorize both and set no amounts, and the pages that might carry a fee schedule returned 404 and 403 when we checked them.
The local layer on top
State registration is not the end of it. Most Colorado cities want their own registration before they will issue a permit, and the rules vary more than you would expect.
Pikes Peak Regional Building Department, which covers Colorado Springs and El Paso County, charges a $50 non-refundable application fee and wants general liability at $1,000,000 each occurrence and $2,000,000 aggregate. Thornton registers electrical contractors under Class D with no fee and a two year term. Adams County charges nothing. Lakewood registers you as Class B for three years.

Questions people ask
Is there an electrical contractor exam in Colorado?
No. The Board runs four examinations and all of them are individual licenses. The contractor registration carries no exam, because the qualification sits with the master electrician who signs for the company's work.
Do I need a master electrician to register as a contractor?
Yes. The Board requires the registration to hold or employ a licensed master electrician as the responsible individual, named on an Acknowledgement of Responsibility form signed by the owner and that master.
What happens if my master electrician quits?

Does the contractor registration need continuing education?
Not the registration itself. The 24 hour requirement attaches to active master, journeyman and residential wireman licenses, so it lands on your people rather than on the company record.
Do I also register with the city?
Usually. Colorado Springs and El Paso County charge $50 through PPRBD, Thornton registers Class D contractors with no fee for a two year term, Adams County charges nothing, and Lakewood issues a three year Class B registration. Check the city page for your area.
